The majority that have no issues at all — or those that started with underconfigured, or failing hardware; that had deleted part of the operating system, or installed anti-virus/anti-malware/so-called cleaner applications, or upgraded the machine, but not their multiple obsolete third-party kernel drivers, or Power-PC applications? That's the short list.
I upgraded from Mavericks to Yosemite, and have had absolutely no issues.
Providing your hardware meets the requirements, you can only upgrade from 10.7.5 to Mountain Lion (10.8.5), or Yosemite. Mavericks is no longer available. The system requirements are the same for Mountain Lion and Yosemite, per your Mac mini. Mountain Lion is availabe from the U.S. Apple Store, and Yosemite from the OS X App Store. Upgrade the mini to 8GB of memory. That is what I have in mine.
