How to view uploaded photos on iPhone

I am currently out of the country and went to an Internet cafe to upload photos from my digital camera to my icloud account on a PC. I am trying to access the photos I uploaded so that I can view and/or download and save them on my iPhone (don't have any Lightning cord for direct access to my SD card) but I can't figure out where they are? They aren't under shared or anywhere else. I've tried looking for tutorials on it but haven't found anything specific to this yet.

According to the iCloud Photo Library Beta FAQs site:

Where do I view photos and videos in iCloud Photo Library?

On your iOS device with iOS 8.1 or later, open the Photos app and tap the Photos tab. Photos and videos are organized by date, and listed by Moments, Collections, and Years. In iOS 8.1, you can also view your photos and videos by the date they were added from the All Photos album. Your entire library is also available on the beta Photos app on iCloud.com.

How do I add photos from other devices?

You can upload original photos and videos using the beta Photos app on iCloud.com, as long as each photo or video is less than 16 GB in size.

Thanks, but I used a PC out of the country and logged onto my account the iCloud website, uploaded photos, etc using Firefox. i was doing it this way because I didn't bring a laptop with me. When I connect to wifi on my iPhone, the photos don't show up in my photo stream and everything is connected under settings > icloud > photos. Isn't under steam either. Is there some other photo app I should be using than the one that comes on the phone...?
