I suggest you create a backup of your photos by importing them into your computer before deleting them from your iPhone.

Before deleting photos or videos from iCloud Photo Library beta, you can download them to your computer. For instructions, see Use the beta Photos app on iCloud.com.
In the Photos app on your iOS 8.1 device, tap Photos at the bottom of the screen, then view your photos and videos by moments.
Tap Select, tap one or more photos, then tap
. Tap Delete [x] Photos or Delete Photo.
Delete photos or videos from Camera Roll
Before deleting photos or videos from your iOS device, you can import them to your computer. For instructions, see the Apple Support article Import photos and videos from your iPhone, iPad, or iPod touch to your Mac or Windows PC.
In the Photos app, tap Albums, then tap Camera Roll.
Tap Select, tap one or more photos, then tap
. Tap Delete [x] Photos or Delete Photo.

To check the amount of storage iCloud uses to back up photos and videos from your iOS device, do one of the following:
On your iOS 8 device: Go to Settings > iCloud > Storage > Manage Storage, tap the name of your iOS device, then look below Photo Library in the Backup Options list.
On your iOS 7 device: Go to Settings > iCloud > Storage & Backup > Manage Storage, then look below Camera Roll in the Backup Options list.
