"usb device disabled" error message

I have a MacBook Air running Yosemite 10.10.1. Suddenly I'm getting a "usb disabled message" asking me to disconnect USB devices that are draining too much power. I get it whether or not my iPhone 5c is plugged into the computer or not. Tried disk utility, re-start, shutdown etc. It seems to come back. Any ideas?
