It's not a wi-fi problem because my iPad can connect to the same wi-fi network as the AppleTV. Other people have been able to mirror their iPhones on the AppleTV. I just can't get my iPad to mirror on the same AppleTV. The Airplay icon doesn't even show up on the control panel. Any other ideas?

Have you tried turning on Conference Room Display, in the airplay settings and ensuring that Airplay is switched on, voice of experience

Get help using AirPlay and AirPlay Mirroring on your iPhone, iPad, or iPod touch - Apple Support
i had to open the window at the base of the iPad and select "Air play" - "Apple TV" instead of "iPad"
And it works!
