Is it possible to reset to factory settings without itunes and going onto the actual phone and going into settings? I have an iphone 5c that I do not have the password to, and my charging cord wont connect to itunes. I bought the phone off a friend but he forgot the passcode.

Yes, but you have to upgrade to iOS 8 first.
Once youve done that, you can go to Settings>General>Reset and choose "Reset all settings and data". And there you have it!
Your friend could try going to http://www.icloud.com/find and entering her/his Apple ID and password and then erasing the iPhone.
@justinpease's proposed solution above requires either going to Settings (knowing the passcode) or using iTunes, both of which you stated were not possible.

iin that case, I would suggest having your friend go into iCloud and reset the password To the phone.
There is no way to use iCloud to reset the iPhone's passcode.
I used a company called ipasscode.co.uk to get back into my device without loosing data, they had a 30% discount voucher listed on an apple phone forum.
Going back through my old threads, realized I was very unhelpful in this one. I would like to offer my more professional input.
Make sure you have tried the following:
-Using a different cable
-Using a different computer
-Trying this with both Mac and Windows
