Were your contacts synced to iCloud?

I thought so but cannot locate

Your contacts were part of your Exchange account. When you deleted it from the phone, you deleted the contacts. To get them back, put the Exchange account back on the phone. Then, download an app such as Contact Mover, to move them to your iCloud account

If they were Exchange contacts they were synced to Exchange. You can't sync contacts to multiple places.
