when loading music from CD to my mini, the storage allowed for music appears to be 1.6 gigs, limiting my music library to approx 13 albums. How to increase storage allocation above that artificial (?) limit??

I apologize, I'm a bit unclear on exactly what you are seeing or describing. If you are talking about the storage indicator in iTunes, this should show you how much you currently have stored on your iPad (not your potential storage allotment), as well as the amount of free space that can be used for any data, as noted below:
