hi, there is this app i really want to download on my iphone 4s and when downloading an app it tells me i need to update to atleast to 7.1. I want to update to 7.1 to get the app but my only option is 8.0 at the moments is there a way i can only update to 7.1? btw my phone is at 7.0.2

No. If it requires a certain iOS version, it will not function nor will it even download to a device with a lower iOS requirement. There are some exceptions as posted by Niel above. This is entirely up to the app developer however. Most Apple branded apps support this but 3rd party apps may not.
You can check the information in this support document. Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support However a lot of it has to do with the App developer. They are the ones that determine what apps they will support.
