MacBook Pro does not remember display settings when used with Dock

I am using a MacBook Pro 13" (non retina display) with a Targus Usb 3 super speed dial video dock. This allows me to run 2 displays from my MacBook using one USB cable from the dock to my MacBook. I use the MacBooks screen plus two HP monitors To expand my desktop onto them. However when rebooting or even waking from sleep the displays appear to be setup differently each time. Sometimes they mirror the MacBook screen sometimes they don't and it never remembers the arrangement and often changes the resolution on them. The dock worked fine on the Surface I was using it on and Targus supports the Mac and I have installed the latest version of the driver onto the MacBook. , has anyone seen anything similar? Or have any ideas on how I can force the Mac to remember the settings ?

I'm having the same problem with display arrangement and it seems to have started with Yosemite. Resolution settings are fine but if I turn off my macbook and turn it back on again it seems random what order the displays are going to be arranged. I have to go into system preferences and re-arrange each time. I know there is no change to how the monitors are plugged in. I use the two thunderbolt jacks on the macbook pro for two thunderbolt displays and I have them marked so I know they're always plugged into the same position every time.
