Iphone 6 on AT&T. When I enable Voice and Data for LTE, I cannot send or receive SMS messages. If I turn off LTE or just enable data over LTE, SMS works.
I have reset the network setting, disabled iMessages and re-enabled, removed SIM car and replaced it, and restarted the phone. I have not restored the phone from scratch though and would like to avoid that.
iMessages works fine.
Any help?

Try toggling on Settings > Messages > Send as SMS.

That setting only affects what happens if an iMesage cannot be sent to another iOS/Mac. It has no effect on the sending of SMS messages to non-iPhones.

SMS is a carrier feature so, th first thing I would do is contact AT&T. There are a number of other threads in the forum about people have issues with AT&T and Voice over LTE, notably Caller ID.
I understand about the CallerID, which I believe has to do with Juniper switches they use conflicting with Cisco network switches.
The part I thought had to do with the iOS, and not the carrier, is that the SMS goes through and I receive the SMS messages when I have LTE Data Only option selected.
When I select LTE Voice and Data, it does not work. Unless AT&T has two separate LTE networks, this does not make much sense.
LTE Voice and Data is routing the voice calls over the cellular data connection. SMS is purely an old school, fairly primative cellular voice service. It's not running over cellular data at all. For some reason, it appears that having VoLTE turned on is interferring with SMS. I'm not seeing this problem with Verizon.
