Can I reorder just the dust cover of my photo book?

Of course, the one typo in my entire book falls on the back of the hard cover. I'd like to reorder just the dust cover and flap. Is this possible?

You can create a PDF of the book including the cover -

Before ordering your book preview it using this method - http://support.apple.com/kb/HT1040 - and save the resulting PDF for reference - the delivered book will match it.

and probably can find a local print shop that can pring the cover for you

If you create a PDF file of the book as Larry suggested you'll get a pdf file that will have the dust cover as a page that is 32.8 × 8.9 inches in size. You should be able to take that PDF file to a local printer like Kinkos and have that one page printed on the appropriate glossy, dust cover stock.
