It may be that your email provider has recently begun using SSL.
I've got the same problem, just within the last couple of days.
One thing you can try is deleting the mail account via the settings>Mail, Contacts, Calenders>Accounts and click on the account you are trying to send an email from. Delete that account then add it back in. If this doesn't fix it, visit this link for more info: Mail on iPad
Check your email account in the Settings app. Where it says to enter your outgoing mail server and password you might see the word "optional." Enter that information anyway. The check to see if your email account will send email.
Settings > Mail, Contacts, Calendars > Your email Account > Outgoing Mail Server
