Q: in Ukraine can not regain access to iCloud Keychain

I do not have access to a phone number that was specified during registration iCloud Keychain. regain access by supporting Apple not possible, because my area is almost officially not supported, what to do in this case? (Ukraine)

iCloud: two-step verification will not work if your lone device is the problem (requires SMS capable device)

Get help using iCloud Keychain - Apple Support
in this document it says you can Contact Apple Support and prove your identity to them

? If it comes to it, maybe you can start over ? - see the bottom of this page regarding "no SMS availability" > iCloud Keychain availability by country - Apple Support
