FAMILY SHARE CHARGES MY CC# FIRST

My children have gift cards credit on their apple account, but when they go through the process of a song purchase, for instance, my credit card is charged, vs their credited account. I understand that purchases in Family share check the user's available credit first and only charges the family share credit card if there is insufficient funds. What gives?
