My account was hacked a while ago - security questions and emails are in Japanese, how do I change this?

My Appleid was hacked a while ago by some Japanese guy and since then my emails and security question has been in Japanese.
I can't seem to work out how to change it. It's set to English in "
language and contact preferences." but it doesn't change anything. help?
