It's not possible to say from the order number. They are both 3rd generation models, so have the same features, but may or may not be different revisions, so may or may not have different parts. You'd need to provide the Model number or model ID for further information about that.
They are the same model, but meant for different sales regions.

I'm not sure that you can draw the conclusion from the information given, the order number 199 was used for both the Apple TV model number A1427 and A1469.
This is true, but without clarification as to which model they have, the only thing that can be stated with certainty is that the MD199X/A model is for the Australia/New Zealand market. The MD199LL/A model is for the US market.
Actually i want to know that do different part numbers for this product (or any other apple products) provide different quality of hardware or software ?!!
Different models have different parts and different features, but it's not possible to tell from the information you have given whether you have different models or not.
My apple tv: A1469 MD199X/A.
i just want to know is there any difference between my apple tv (A1469 MD199X/A) and A1469 MD199LL/A or making products for different regions provides different quality or features ?!!
(i dont live in Australia & USA. i live in Iran and there is not any apple store or part number for my country).
It almost seems like Apple's failure to specify Apple TV model numbers in its Apple Store and Support product pages is an effort to obfuscate details for the benefit of resellers. Here they are:
Apple TV 3rd Gen: Part number FD199LL/A Model A1427
Apple TV 3rd Gen RevA (also called Rev2): Part number MD199LL/A Model A1469
AS mentioned earlier, Part number MD199X/A Model A1469 Is the 3rd Gen RevA version for Australia/New Zealand.
From a functionality standpoint the big difference is that the 3rd Gen RevA (currently $69) has the Peer-to-peer AirPlay, as noted in the tech specs at http://store.apple.com/us/buy-appletv/appletv
On the Peer-to-peer AirPlay page at https://support.apple.com/en-us/HT204289 Apple states "You can stream content to your Apple TV (3rd generation rev A, model A1469 or later) with software version 7.0 or later."
From a hardware standpoint Apple upgraded the 3rd Gen RevA chip from the A5r2 to the A5. Details are at
