My MacBook Air runs OS X Version 10.9.5. (I have not yet upgraded to Yosemite because of all the bad reviews it received.) Now I want to purchase Numbers, but I cannot because my computer does not have OS X Version 10.10. What are my options?

You may not need to "purchase" Numbers. It's free for most users these days.
My upgrade to Yosemite was the smoothest ever; didn't even upset a touchy printer driver that choked on previous upgrades.

The only reason to worry is if you do not have a Time Machine Backup. I upgraded two machines to 10.10 no problems.
I would only upgrade on 2011 or later hardware. I upgraded a Mid-2010 MBP and wish I hadn't. Too slow now.

I upgraded a 2009 MBP, it's faster now than before.
