From your post I see that iTunes is becoming unresponsive when you plug in and restore your iPod, and you iPod is not booting completely. First thing you need to troubleshoot is the issue with iTunes becoming unresponsive. For that issue, please follow the steps in the article linked to below. After that, you can then troubleshoot your iPod. What kind of iPod do you have?
