New Apple ID for family

Can I assign a new ID that they (family) can use for sharing even if they already have one? Would this allow them to share and Use MY APPS, video, music, etc. on their computer but they could then use Their Original ID for purchases that they DO NOT want to 'go through me' to be authorized by My Purchase but they can purchase privately?😎

Would they then only be able share purchases from that ID? Could they still share photos? Would they have to SAVE to the family ID? 😕😕
