Lip sync issue on iPad Air?

I am using an iPad Air with iOS 8.1.2. When I am watching a Movie from the browser (Safari, chrome, etc), the Audio and video are not synchronized and there is about 4-8 seconds of delay with the video. When you start the Movie the delay is less but as you pass about 40 minutes the delay becomes very annoying. I did a lot of search everywhere and couldn't find the answer for this simple problem.

It seems like a comparability issue between the iOS and the video format of the website. However I do not know where to change the setting for the decoding of the videos on iPad. Or if that's not the case, then what is the problem and how can we fix the lip-sync problem with Apple products while watching a video on a browser??

Thanks!

@JimHdk: it is certainly a problem with the iOS platform, as I do not have the lip-sync problem while playing the same video on a Microsoft system. It seems to be a compatibility issue (i.e. time taken to perform a video format conversion might cause the delay in the video, as the audio does not need conversion, ...). I wondered if Apple have a solution, app, or some sorts of setting to resolve these type of problems.
