Q: iCloud Storage - deleted email but still having issues

Have you tried logging out of your iCloud account on all devices then logging back in after a couple of minutes?  Or perhaps toggle the iCloud mail off, restart the phone as Tim Francis suggested above?

Then you may want to reach out to Apple Support by phone if you haven't already done so.

if you have the mail app in OS X ,

just set up the your iCloud email and it will fix the folders of the email in iCloud server

tested and worked for me cause i had 4 out 5 GB used by my email while i have no emails in my inbox or all other folders

I Have the same issue, I have deleted all email but I still got 5G mail on manage storage.

I really disappointed with ICloud storage.
