I can't access my photos on my windows 7 PC

I have downloaded iCloud for my computer. When I try to access my photos it tells me "iCloud photos is not enabled". I click on "Open iCloud" and check the "photos" box, but when I try to click on "options" it will not open anything up. What do I do?
