A friend has asked what to do with a found in dumpster (no kidding) iPad. He has tried Recovery Mode and it still asks for username and Apple ID which he has no clue. What should he do?

Turn it into the police or run a found ad. What your friend has run into is the activation lock and it cannot be defeated. The only way to turn it off is to enter the apple ID of the original owner.
He can't use that device. Take it to the local police station.
