I have tried this numerous times and it will not let me schedule a call. It keeps saying try again later. I've been locked out of purchasing for months now. So how about a real answer.
Contact Apple. We cannot help you here in a user to user forum. Security questions are just that.
You will have to try to recover the password or contact Apple for help.
IF you still cannot recover it, contact Apple according to the instructions here.

If I could contact them, I would. It is a circle of futility. I click to schedule a call. It says it can't at this time. Over and over.....
