I looked up one of the web addresses that popped up in my search bar when it happens and all of the hits were related to viruses and virus removal. If it isn't a virus, what is it and how do I make it stop?

Clear out the cookies from safari and then reset your phone

When you hit an ad inside an app it goes to a webpage in Safari which opens an app in the App-Store. If you exit out of Safari before it goes to the App-Store, next time you open it up it will finish and open it up to the App-Store. It is completely harmless to your phone, but I can approve that it is very annoying.
