No it is not normal. Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.
If the particles are dust the source may be your Home button which looks, in your picture, to have been pressed to death.
Its not dust. Ipad is 2 days new... Look like matte display or oily layer. When I take a flashlight and shine on the new iphone 6, it is there as well, but not so striking
If you are aren't talking about the dust particles sitting on the glass then what you are seeing may the screen itself. However, it looks like you have installed a screen protector so you might be seeing the interface between the glass and protector. Your picture isn't clear enough to tell much.
I'd take the screen protector off. It isn't necessary and can cause problems. I've never used a screen protector and have had no screen problems on multiple iPads and iPhones.
