Q: Are the "Carrier settings update" as invasive as it sounds?
I keep getting the prompt to update "carrier settings" and even though I cancel, it comes back. I read the page dealing with it on the Apple support, but it seems to say Apple wants to collect information about me, my use and possibly content from my carrier. I'm not ok with that. Am I getting it wrong? If I'm right, can they legally make it mandatory for me to download? Can I turn it off somehow without downloading it?
Thanks
MacBook Pro, OS X Mavericks (10.9.2)

As provided, these updates are normal.
Nothing unusual or invasive about these.
There is no reason not to do these updates.
