Mouse cursor jumping and stopping

I've poured over discussions on this topic, and can't find any answers that work. I've got an Apple mouse that sticks then skips when I use it, I can barely use it. I tried plugging in my logitec cordless mouse that plugs into a usb port, and it's doing the same thing. I don't have a mousepad, I just use my desk, so I've tried it on paper and other various surfaces, and that's not working either. I've blown it clean - no result. It's doing it 90% of the time, then it'll work fine for just a sec. Scrolling is acting the same way.
