This is a pretty simple process, though it can take some time depending on how many photos you have! Open up iCloud Photos on your PC and click "New Shared Album". This will allow you to create a new album that will be visible on all of your devices (PCs and iOS devices) that are signed into your iCloud account. Note that these albums are NOT SHARED by default, but you do have the ability to invite up to 100 people to view/contribute to these albums. Read more at iCloud Photo Sharing FAQ - Apple Support
Once you've created the album, select the album and then click the "Add Photos or videos" option, select the photos you want to add, and click "Done". It will process the photos/videos and upload them to iCloud, which can take some time. Open up the Photos app on your phone, click the 'Shared' tab at the bottom, and the shared album you created should be listed here. It does not count toward your 5GB iCloud storage limit!
