If you're getting an error when you login to your Apple ID account in the iTunes Store that you need to change your payment information, you may have an unpaid balance in the iTunes Store. Please take a look at the information in the article linked to below.

Actually this is a new ID and i have not used this ID in iTunes ever hence there is no chance of having unpaid balance.
I have created this ID in my PC. When am trying to login 1st time in my i4 phone it is showing the red message like "payment method was declined".
Thank you for your response and looking for a solution on this.

if it is how it can be solved.
