Q: Personal Hotspot

I have an iPhone 4S and an iPad Mini both running the same versions of iOS.

During my 20 minute train ride, I typically flip on my personal hotspot and use my iPad for the duration of the trip.  But if I want reliable internet on my ipad, the amount of ridiculousness that I have to go through to get it to work consistently is really just mind numbing.

I sit down and unlock both devices.  If the personal hotspot is on, I go to WiFi on the iPad and try to find my phone.  Usually it's not there so I flip the personal hotspot off and back on.  Usually I have to do this twice (waiting 60s between each time) before the phone shows up in my wifi list on the ipad.  Then I select the phone.  About 25% of the time, it will just spin and not connect.  25% of the time it will spin and connect within about 60s.  25% of the time it will just drop the phone back down to the available networks list and maybe 25% of the time it works as I think it should - registering and connecting within about 15s.

I had a mifi a couple years ago and never had these kinds of issues.  It's absolutely maddening and half the time I don't even bother going back to the settings screen to see if it's actually connecting or not.  Sometimes it does, sometimes it doesn't.

Connecting via bluetooth takes forever and I've never seen it successfully connect.

T-Mobile is my carrier in Chicago.  Their coverage is mostly really good along my train route.
