Odd behavior switching apps with two displays

After upgrading to Mavericks I started seeing an odd problem using the mac with an external monitor.


The setup:


- Laptop Monitor has Outlook opened


- External monitor has Adobe PDF Viewer open on top of Chrome (i.e. you can’t see chrome but you can see Adobe)



Issue:


When I mouse over to Outlook and activate that window by clicking in it, Chrome pops up to the front, and blocks Adobe, on the external monitor.


This issue is not limited to these apps, it could just as easily be Chrome being blocked by Adobe when I select Sublime2. Regardless of what apps I have open, selecting one on the laptop monitor changes the app at the top of the display stack on the external monitor. Having been a mac user for 5 years, I have not seen this behavior with any other Mac OS.


This also occurs when I cmd,tab between apps. If I activate Outlook in this way, Adobe disappears behind Chrome.




Any ideas why this is happening?
