Can't send pictures through text (MMS) when cellular data is off but connected to wifi

Yup, that's the way it seems to me.

You need DATA ON to send to a non-iphone. Or, turn DATA ON and hope there are no other charges or apps using data. Also, with DATA ON, I can not receive pictures mms from a non-iphone :-(

My previous phone is a Sony Z3 Android. One thing I loved about it was I could have Data Off, yet, it was smart enough to know mms needed data so it would use data automatically despite Data being Off. It was very handy... I miss that feature. Apple should do it too. Along with a text plan, sending MMS is a bonus at no extra charge... but those who design iOS and Android don't seem to take advantage of that and frustrate users. (like me.lol) I can't emphasize enough how important this little feature can be.

So you can't really turn off data. Not good.

Yes, MMS requires cell DATA connection, that is right. The cell DATA connection is enabled or disabled through your carrier if you ask them. If you do not pay for a DATA plan, DATA is still enabled and you will be charged excessively if you use it without a plan. Now, saying that, generally, everyone has data enabled unless they have chosen to tell their carrier to disable it. The Z3 Sony Android phone would enable DATA on the phone only for MMS. This is sooo amazing because you can have data disabled on your phone (although enabled through your carrier), and it will still send MMS(which is free to do with a text/voice plan). So, it IS good... because Sony was smart enough to do this.

I was paying $40 a month for voice/text(includes free picture mms they said)... but since mms requires data, how does one do it without data??? Sony has solved it. I never had extra charges with my Sony z3 because MMS was free even though it used data, when phone data was disabled. It was like an internal exception. It is like Sony disabled data for everything except MMS (because it is usually free)

To send a MMS to a non-iPhone you must have cell data on.
