You can add the fact that if the family member's account is from another region the organizer's purchases won't show up on the member's account.

There is no way I am aware of to contact the people who write the Knowledge Base articles. Send Apple feedback. They won't answer, but at least will know there is a problem. Hopefully, they will pass the information to where it needs to go.
There is a different feedback page for Online Support: http://ssl.apple.com/support/feedback. There is an option in the drop down list for "Knowledge base / how-to articles."
