Q: File Management in icloud

I have documents in pdf, pages and numbers that are stored on my mac in a single folder. In icloud, it seems that I need to keep parallel folders if I want to access them from an ipad or iphone. I can store them on iCloud Drive, but then I cannot get to them from ipad or iphone. If I push them all into, for example, a pages folder, then the numbers files become inaccessible from any device.

Any suggestions?
