Q: I can't get Safari to go to iCloud.com and documents, only setup screen.

iCloud.com is not available via an iOS device, only from a computer.  On an iOS device you must access iCloud Drive via a compatible app, such as Pages or Numbers.  Since you're working with documents, I'd recommend downloading the Pages app from the app store or look for a third-party app that can open your documents and is also compatible with iCloud Drive.  If you need more assistance please see these articles:

1 On the iOS device got to "iCloud.com"

2 Tap in the address bar

3 Swipe down at the center of the screen

4 Tap "Request Desktop Site"
