I really do understand your frustration and I wish that I had an answer for you. The update to iOS 8.1.3 was supposed to address this issue, but for many it didn't work.

Tried everything, FaceTime has an error occurred during activation on my iPad Air.
You might want to consider contacting an Apple Store to make a Genius Bar appointment and see if they can help.

Feb 4, 2015 1:58 PMby Waddler ,HelpfulAfter trying everything including various resets, I found that when I logged in to FaceTime not using my Apple ID but instead using my iCloud address I got through the activation process. Definitely did not work with my Apple ID though. Not sure if this will help anyone else, but it maybe worth a try.
