Q: Wireless printer with cellular connection and hotspot

I have an iPhone 5c running 7.1.2 and am trying to use the cellular connection and personal hotspot to connect a wireless printer. Isn't the printer simply another device to be connected through my local hotspot? The printer company is telling me I cannot be connected to the internet and use the printer through an iPhone.

To print from an iOS device you need a printer that supports AirPrint. The AirPrint enabled printer must be connected to the same Wi-Fi network as the iPhone. Here's an Apple support page that describes AirPrint and provides a list of all printers that support AirPrint.

Thank you, but to try and be more clear, I'm trying to print from a Windows laptop to the wireless printer, using the iPhone hotspot as a router. Can that work? I understand AirPrint would be necessary to print from the iPhone.
