itunes won't detect my ipod. i tried uninstalling itunes and reinstalling it and same message pops up

I plug my ipod in and it can't be detected. I have uninstalled iTunes multiple times and reinstalled it and the same message keeps popping up. I have even disconnected and reconnected my ipod multiple times. I even restarted my computer.
