That is quite high and suggests that iPhoto is not responding. Unless you know of a process within iPhoto that might be active (creating a slideshow, etc.), you should be able to select iPhoto from within Activity Monitor and "Force Quit" it. This should bring the CPU usage back down to normal.

Then restart the computer and try iPhoto again.

iPhoto should not be running at those percentages on a consistent basis. It's possible that it would be required for short durations, but anything that runs the CPU at those percentages for an extended period of time has a problem. If the restart doesn't clear the issue, download and run EtreCheck and post the results in a reply to see if we can spot any issues.

Yikes, that is definitely a problem. May I suggest that you repost your question in the iPhoto forum with a title that describes your problem, such as "iPhoto is using 190% of the CPU" (link below). This would get the attention of the local iPhoto gurus.
