Q: New photos are no longer being sent from iCloud to my PC My Photo Stream folder.

Photos from my iPad and iPhone used to seamlessly copy from iCloud to the icloud/my photo stream folder on my PC.  This function stopped working.   I believe iCloud is properly setup on my PC   Photos have not problem loading up to my Apple TV.  Copying photos from my iCloud to my PC is need so I "back up" my photos to external hard drives.

I using iOS 8 on my iPhone & iPad.  PC is using Windows 7.

I have deleted and reinstalled the iCloud program on my PC.  I have signed in and out of iCloud.

A solution to this problem will be greatly appreciated.
