It looks like you have seen
Manage content manually on your iPhone, iPad, and iPod - Apple Support
which states:
You can’t manually manage music while using iTunes Match on your device.
And see what format is used for your other purchased audio. Example:
Importing Windows Media Audio files with iTunes for Windows - Apple Support
Note: iTunes for OS X does not have the ability to import WMA files.

a: not WMA files (they are all MP3);
b: the companies state they can be downloaded to iTunes and synced to any device;
c: they play in iTunes just fine and I can make playlists; neither however show up on my devices.
So what can I do? Since iTunes Match won't pick them up, creating AAC versions doesn't add "add to iCloud" function, what can I do? In fact, I noticed I no longer see the "add to iCloud" function on anything in iTunes, regardless of whether or not I have had it in the past in the Cloud.
Any other suggestions are welcome.
