Q: Why does it keep downloading the same movie and doesn't allow me to actually watch it?

It does sound like you have some download issues going on there.
I'm not sure which Apple TV you have, but please check out the following article.

It deals with, "playback issues in content that you rent or purchase on Apple TV".

Apple TVApple TV has no accessible storage, it will need to load each time. The time it takes to load is going to be dependent on your network.
