There are lots of answers on how to remove networks, but not "locations"? I know there is an edit bar that allows me to delete those locations, however, even after deleting, when I close and reopen, there they are again. Help! Thanks.

If you haven't tried this already, try this. I tested this.
System Preferences > Network > Location: > Edit Locations
Highlight the location to be deleted.
Click the "-" ( minus) button at the left bottom of the drop-down.
Do a backup.
Quit the application System Preferences.
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library. Then go to Preferences/com.apple.systempreferences.plist. Move the .plist to your desktop.
Restart the computer, open the application and test. If it works okay, delete the plist from the desktop.
If the application is the same, return the .plist to where you got it from, overwriting the newer one.

Eric, thanks for your patience! I get as far as "View Options" window, but there is no box to check "Show Library Folder". I'm sure I'm missing something basic. Thanks. Tom

Thanks, Dominic. I did try that (2nd sentence) and it does disappear but comes right back when I open it again. Go figure!
Eric, just to confirm. We are talking about removing network "locations" for internet and wifi, right?
It sounds like System Preferences isn't remembering your changes, which is why I suggested this as a test.
Go figure. Yesterday, just for grins, I tried the "normal" method of eliminating "locations". Voila! Beats me!
