In other words, that Apple Id will be locked out of the device for 90 days.

Or does this mean that only purchases since Family Purchases has been enabled (i.e. since iOS8) and any past purchases under the other person's account I can't download? It thought the purpose of the Family Sharing was to enable sharing of music.

Feb 2, 2015 6:10 PM in response to Subie99by Phil0124,Yes. with family sharing you do not need to change Apple ID's at all. Anything purchased under family sharing is available to all Apple Id's in that family sharing Group.
So if Apple ID 1 bought a song, it should be available to all other Apple ID's in the Purchased section of the iTunes Store.

Feb 4, 2015 5:47 AM in response to Phil0124by Subie99,That helped! Thank you. I was receiving the error because I had bought a used iPhone. The phone was associated with another account and it was asking me if I wanted to make the phone associated with my ID instead of the past user's. Once I said, "Transfer" I could access everything through the Family Sharing.

Feb 4, 2015 8:24 AM in response to Subie99by Phil0124,I would strongly urge you to make sure, iCloud and find my iPhone is not turned on on that iPhone.
Otherwise, if the original owner did not remove their iCloud account from the device and turned off Find my iPhone you will inevitably encounter activation lock when you try to update or restore the iPhone and your iPhone will be useless.
