Apple states however: "After you change the country of your account, you won't see the items you purchased from the previous country’s store in the Purchased section." You'll have to either download them before changing iTunes Country, or get the free ones from the mexican app store.
If you want to keep all your purchased (not free) apps, i suggest you download them on your computer in iTunes so that you can delete and sync them back to the iPhone without going to the App Store.
