Add custom sound to alarms without computer/iTunes/3rd-party app?

Is there a way to set an MP3 or custom sound as an alarm without iTunes or 3rd-party apps, possibly with iCloud?

My friend does not sync his iPhone with his computer, nor have Garageband app. I recorded a custom sound with my iPhone Garageband and tried to airdrop it, but it says "failed" (probably because he needs to have Garageband app to "accept" the song?). I emailed it to him, but will only allow him to listen it it through email and not download it to his ringtones section.

I uploaded my song to my iTunes through Garageband. Is there a way for me to provide him with a link to download the song to his music app?
