For example, I just had to disable sound on every app, manually (bogus!). How do I set the default behavior to NOT play sound? I don't want to have to back in every time a new app is installed.

Q: How do I change *default* notification options?
Open System Preferences > Sound then select the Sound Effects tab
Deselect: Play user interface sound effects
