How can I fix it? I already backed up everything, and deleted most of my photos. It is saying I have 631 photos, but I really have under 40. These photos are taking up about 4.78 GB of my very limited 12.2 GB.

Just to make sure, you also checked the "recently deleted" folder on the phone and made sure it is empty?
Are you using iTunes to sync your photos? Some users synced to an empty folder to get rid of those "invisible" photos.
I did delete all my recently deleted photos. I am using iTunes to sync, but it still didn't work. Thanks for your suggestion though!
Try to reset the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again. You will not lose any data by resetting, but it can cure some glitches.

I did those too.. Still didn't work.. It's okay, I'm getting a new phone soon anyway.. Thanks for the help!
I've had this happen before and this has worked for me-
I use a Mac and I connect the phone to the Mac by a cable and launch the Image Capture application. It sees the phone as an attached camera and allows me to delete pictures that other applications can't see.
